The UK and US have finalized a major trade agreement that will guarantee zero levies on British medicine exports going into the American market.

Agreement Details of the Deal

In exchange for the tariff guarantee, the UK has committed to raise expenditure on medicines through the National Health Service (NHS). This commitment ensures that tariffs on these key products will stay at zero for a timeframe of three years.

This development follows earlier warnings to hike tariffs on branded drug products, with potential rates discussed reaching double the cost.

"This agreement between the UK reinforces the international landscape for new treatments and brings long-overdue balance to transatlantic pharmaceutical trade," an announcement said.

Trade Importance

Drugs represent one of the the United Kingdom's most significant export categories to the America, which is clearly the primary buyer for large UK drugmakers.

Trade data show that in the 12 months to the end of the third quarter, the UK shipped pharmaceutical products worth over eleven billion pounds to the US. This value made up a significant portion of British export trade in that span.

"This deal protects jobs, stimulates capital expenditure and sets the stage for the UK to emerge as a global hub for biotech and pharma," the Business and Trade Secretary stated.

Detailed UK Commitments

The agreement entails several key changes from the United Kingdom:

  • Revised Affordability Limit: The UK will increase the price threshold at which it considers new medicines to be prohibitively costly by a quarter.
  • Increased NHS Spending: There is a target to raise overall public funding on treatments from 0.3 percent of Gross Domestic Product to 0.6 percent over the following ten-year period.
  • Refund Ceiling: The percentage drug companies must pay back to the NHS to control costs will be capped at fifteen percent. In the past, repayments were more than twenty percent.

Broader Context

The pact follows a protracted dispute between the sector and the UK government over spending levels and NHS adoption.

The disagreement were heightened by claims that American patients were charged significantly more for the identical medicines than patients in the UK and Europe.

Over the last 18 months, several major pharmaceutical investments in the UK have been halted or abandoned, while substantial investments have been pledged toward American operations.

The Science Minister stated that the NHS needed to increase expenditure on medicines, noting that its spending on drugs had shrunk as a percentage of its resources over the last ten years.
